Please write me this "on the service and notification abroad" in other words?

I have to translate this =The document instituting the proceedings which led to the judgment at issue was forwarded by the competent authorities in the United Kingdom to the competent judicial authority in Germany in order to be served in accordance with Article 5(a) of the Hague Convention of 15 November 1965 on the service and notification abroad of judicial and extra-judicial documents in civil and commercial matters. = but i can’t understand this expression "on the service and notification abroad". Maybe I will understand it better if u help me.

Is it saying that they forwarded it to Germany in order to comply with the article that requests that the documents in these matters be forwarded abroad (to Germany)? I probably have no idea what I’m talking about, but that’s all I can figure.
