Please states why, and also, state why it could not have been because it was to strengthen the executive branch, against the legislative branch.<br />

<br />Three reasons:</p>
<p>First, to balance the roles of the small states and the large states.  In the electoral college, each state gets 1 elector per representative and senator.  As the House of Representatives is based on population that gives a degree of influence to the larger states.  However, each state has the same number of senators which gives the small states a degree of influence.  </p>
<p>Second, the constitutional convention did not believe that a national electorate really would have sufficient information and knowledge about the candidates to intelligently vote.  The Constitution was written at a time when there was no internet, no television, no radio, no telephone, and no telegraph.  The primary method of communication between communities was by mail.  For the most part, what a resident of Savannah, Georgia knew about what was going on in Philadelphia or New York depended on the contacts of the local newspapers.  The framers thought that letting the state legislatures pick a group of informed citizens to participate in the election of the president was the best way of getting a somewhat knowledgeable vote.</p>
<p>Third, even with that, the framers really did not expect too many clear choices to emerge other than the rare George Washington.  The rules that the constitutional convention established (two votes per elector, with no more than one from any state) were meant to serve as a mechanism for nominating candidates with the House to actually choose the President and Vice-President.  (This part of the reasoning failed as the framers did not think that national parties would form.  They were wrong.  As a result, the rules got changed after the election of 1800).</p>
<p>This last reason &#8212; intended to make the final choice of the President rest with Congress in most elections &#8212; is why the electoral college was not designed to strengthen the executive branch.  The framers thought &#8212; as the only popularly elected part of the government &#8212; the House of Representatives would be the strongest &quot;branch.&quot;</p>

<p>I am using Excel and answering questions about a spread sheet and it asked me this.<br />
<br />A format is a set of rules that is made in advance and followed by adherents; a convention is something that happens to be in common usage without actually being prescribed.</p>
<p>So I suppose the difference is whether or not an authority has called for its use.</p>
<p>In Excel, a &#8216;format&#8217; specifically refers to the set of attributes like bordering and alignment, or to the code that specifies how a number value is presented (as an integer, a short date, a percentage with significant digits, a text string, etc.)</p>

There is another question I would like to ask: how should power be distributed between the state and federal governments?<br />
<br />The Convention really created two sets of dividing lines.  The first was the large states against the small states.  You can read and figure out how that ended.  the second was between those wanting a strong central government and those wanting more power to reside in the states.  The nationalists won that one with a large degree of power still residing in the state governments.</p>

<br />1) Under the Articles there was only a unicameral legislature so that there was no separation of powers. 2) The central government under the Articles was too weak since the majority of the power rested with the states. 3) Congress, under the Articles, did not have the power to tax which meant that they could never put their finances in order. 4) In order to change or amend the Articles, unanimous approval of the states was required which essentially meant that changes to the Articles were impossible. 5) For any major laws to pass they had to be approved by 9 or the 13 states which proved difficult to do so that even the normal business of running a government was difficult. 6) Under the Articles, Congress did not have the power to regulate commerce which will cause competition between states as well as diplomatic issues,</p>

<p>You can search the site more if you need more help with your costume. </p>
<p>To prevent sore feet, take many breaks and wear comfortable shoes. If you have a hotel room, then soaking them in a nice, warm bath is always wonderful-feeling while eating lunch. </p>
<p>Also, bathe as often as possible and make sure to pack deodorant. Con-funk is never good. Perfume isn&#8217;t a good idea, because many people can be allergic to it. Also, I&#8217;ve heard of people getting kicked out for spraying people with perfume if they smelled bad, so try to avoid doing things like that.</p>
<p>Make sure to read the convention rules before going. Some cons ban weird things. One convention I go to has banned congo lines.</p>

<br />Yes&#8230;there are BIG conventions in Vegas.</p>
<p>By most city standards, a 5,000 attendee convention is BIG.  In Las Vegas, known as &#8216;The Convention Capital of the World,&#8217; a convention starts to be considered to be big once you get over 10,000 or so.  I am &#8216;affiliated&#8217; with a conventon that brings about 15,000 attendees (plus spouses and friends)&#8230;but is very heavy on Audio Visual needs.  There are &quot;a few&quot; conventions that are 50,000 plus&#8230;but not many.  Typically, Las Vegas has a series of &#8216;smaller&#8217; conventions going on at the same time.  5k here, 10k there, a few hundred and maybe even 20k somewhere else&#8230;that can have the same effect.</p>
<p>What you SHOULD be looking at is SPECIFIC PROPERTIES&#8230;because we have well over 100,000 hotel rooms in Vegas.  With many having two beds and occupany ranging from 2-4 people in most rooms&#8230;we can easily accomodate 150 &#8211; 200,000 people (Like new year&#8217;s eve&#8230;typically over 250k on the strip!).</p>
<p>Properties with &#8216;room blocks&#8217; for the conventions will have higher rates&#8230;the properties that are not connected with the conventions will typically have the lower rates.  So, only during the largest of all convention-sized catagories does the &#8216;whole town&#8217; fill up and &#8216;jack up&#8217; the rates (Well, sporting events too!).</p>
<p>So, the rule&#8230;.use a travel agent that knows the town! (ahem! <img src='http://www.rac2002.org/wp-includes/images/smilies/icon_biggrin.gif' alt=':D' class='wp-smiley' />  Like my company!)  Or, spend a lot of time shopping all the different properties, airfares, convention dates, etc and making &#8216;best guesses&#8217; from the pictures on the web.  (No extra cost for &#8216;our&#8217; services in nearly all cases.)</p>
<p>Either way&#8230;Las Vegas is nearly always a fun spot that can fit nearly any budget!</p>
